I'm assuming that he means that, like most Democrats, he supports the separation of Church and State. It's possible that he means it in the same way that Americans might say that they are secular Jews -- while their parents are Jewish and they may or may not have been observant religiously as a child, they are not religious now. I just don't think that definition of secular goes together with "orthodox."

Thank you my friend for adding some quite plausible premises. I think I disagree on what little I have found about him, which I mentioned in my new comment at the bottom.
